One of the most unlikely “sequels” of all time—the title comes from Abel Ferrara’s 1992 masterpiece—has Nicolas Cage’s New Orleans cop popping painkillers by the fistful after an on-the-job injury, spiraling into paranoiac, hallucinatory desperation while criss-crossing the already surreal setting of the waterlogged post-Katrina city. The teaming of Herzog and Cage, two of cinema’s known madmen, renders up all the intense, bug-eyed, over-the-top flourish you’d imagine and more, though it’s also an unexpectedly vulnerable and touching work—a standout in both men’s filmographies.
